Senator Lindsey Graham of South Carolina introduced a proposed national 15-week ban on abortions. The bill allows exceptions in cases involving rape, incest, and risks to the mother’s life and health.
Senator Graham, who previously said abortion decisions should be left up to states, said on Tuesday that elected officials have the power to define and regulate abortion, including in Congress. He indicated he was motivated to act following attempts by others to enshrine abortion protections into federal law.
